You would have a catastrophic health insurance plan that would pick up after the first $5,000 or whatever deduction you have chosen. As to the lawsuit that has nothing to do with the government, nor should it be.

Yes they save their whole lives (what little they have) to be prepared for emergencies. But after that, when nothing is left, what then?
