That is the job of the PARENT (S) and when they don't or if they can't - it is left to the government to enforce the laws.

Agreed. And it's neither the teacher's job to learn the pupils and students empaty and respect either. It must start at home and close to home if not then we can discuss the quality needed to be parents.....
