 | I got tar on my board last year. Posted here and got some good answers. The summary was use a protroleum based solvent. They recommended anything from margarine/butter, vegitable oil, and mineral spirts(used for thining paint)
i used minerial spirts and a medium grit scotch brite pad and it came right off. give the minerial spirits a second to work in and lightly scrub off the tar.

 | Try Black Streak remover by Starbrite or a house brand from West Marine, Boater's World etc. If that is not strong enough, then Fiberglass Stain Remover by Davis available from the same stores. This one is an acid which will remove most stains from any fiberglass surface. Be careful what else you get it on though!
