 | Would it be possible to use a converter to take a RCA or S-video output and plug it into a VGA input such as a monitor cable? Or does the monitors display require a video card and is only capable of communicting with the computer?

Google for "video to vga"... you'll get a pretty good idea what's out there.

Computer monitors typically use RGB signals. That means that Red, Green and Blue are sent separately. Most consumer video is actually black and white with a color overlay. Even component is black and white, with the color split into two difference signals.
The only standard semi-compatible between the two is DVI, and soon HDMI.
