In 2001 an Armorial published by the Heraldry and Genealogy Society of
Zimbabwe included a note by Michael Males its then Vice-President that
outlined the legislation and process. I think it is available somewhere
on the web. In short, Zimbabwe offers protection of arms under the
successor to the Names, Uniforms and Badges Act of 1951 of the colony
of Southern Rhodesia. This is the the Armorial Bearings, Names,
Uniforms and Badges Act (Chapter 2) of 1971, as Amended in 1977, which
set up Registry of Arms under a Registrar, and this legislation was
subsequently validated when Zimbabwe achieved independence in 1980.

The Registrar consults the Heraldry Council and each Presiding Officer
of the Community Councils in the main
towns concerning any application. Applications are published in the
Zimbabwean Government Gazette. If no objections are received, a
Certificate of Registration, engrossed with the impressed seal of the
Zimbabwe Patent Office is issued, giving the Register of Armorial
Bearings reference number. Attached to the Certificate is one of the
applicant's originally submitted coloured drawings, another is
inserted in the Register at Electra House, Harare, and a third copy
kept by the Registrar. A Government Notice is then published in the
Gazette.

I would be interested in how well this process is surviving currently.
