I don't mean to be deliberately obtuse, but I've looked through the various
threads over the years and have been unable to find anything firm on whether
the College of Arms accepts Scottish grants or matriculations (to be in
compliance with the (unenforced) law about having a grant in England).

Not obtuse at all. One of the things man of us would like to see is a
list of all the rules laid down for (and by?) the English heralds. So
far there is no such list. I would expect that the labour of preparing
it would reveal the need to codify the rules and that itself would take
some decades, if not an infinite time.

It appears as though the College of Arms is content to at least "record"
arms granted/matriculated in Scotland .. see the latest edition of the
College Newsletter for an example.
