Platform Win32
System Windows 98
The keyboard shortcuts
e.g., View Source
keep 'locking up', that is, at times, just do not work, seemingly at
random.
Anyone else getting such behaviour?

Just a guess, but try pressing all of your mouse buttons and the ctrl,
alt, and shift buttons when it happens. Some Win98 setups lock the
modifier keys or mouse buttons up randomly for some reason, and pressing
the one that was locked resets it.
