Hmmm, I just subscribed to that group and found the mystical 1315kJ figure in a thread titled 180% efficient electrolysis.
Quoting Peter Lowrie:

Unfortunately neither of the two equations above are balanced and the first shows O(g) in monatomic form, which is not stable. The figures are thus meaningless.
