have you tried cold calling companies/ making friends with their it staff?
judging by some of the replies .. its not what you know.. its who you
know... as per normal :\

yep, I agree.

However, if a compnay just wants to employ people "it knows" then would
I want to work for such a company?

advertising and interviewing is a hassles. a big risky hassle.
if an existing employee knows someone, that is a verified reference and part
of the job done already.

Seek list a few in ChCh a now and then in Nelson and the odd one in
Dunedin, It appears there is very little need for IT in the South
Island, I have been watching for a while now.

In Dunedin the need is high, but the community almost always knows
someone who knows someone who can do the job, so a lot of it is not
advertised... if you're coming from outside, it is fairly hard until you
have become known in the area.

Yep a typical South Island culture, it was like it when i left the south
and no doubt will be like it when/if i return

I left for two years, came back, and was re-asymilated within a month :)

I have been away for 30 years off and on, spent a year and a half back
in Dunedin about 20 years ago, but would love to come back again.

In Nelson? There are simply no IT jobs there. Dunedin is like heaven by
comparison.

print media has a response rate of < 10% that of online advertising (for IT
positions).
IE a position advertised in both attracted 96% of responses from online
advertising and 4% from the paper.
92% of applications were by email... Majority were in region, a few out of
region, and 1 was overseas. When the majority of applicants are in region,
any out of region will not get a look in so long as candidate quality is
good.

FYI:
Cover letters must address the requirements of the position and how your
nomination will satisfy the stated requirements. CV's must detail that -
highlight how qual's and exp' address the position requirements.

So, each application needs to specifically address the position and answer
the questions How and Why you are a good candidate. Reaserach the company,
the technology they use...

Some think a generic flat CV covering all experience with "equal" detail is
OK. Some think a rewrite for a specific position is not telling the truth.
The important thing is to address the requirements and not bore the reader
with unncessary detail about irrelevant exeperience. Think Expand /
Collapse - particularly if the cv would end up being too long. It is
important to answer all questions in the CV. EG where do you..., how long
did you..., what level of ... did you do, and when.., along with what were
you doing in between from the time you left school.

Yes my experience agrees, one job they rang after 7~8 weeks inviting me
for an interview (they tried to claim 4 when I said it was ages ago but
I had the covering letter on my PC). By then of course I had just taken
a new job.....I can but assume the local in region ppl did not stack up
so reluctantly they went outside.

Standard proceedure.....

I normally do a good but short covering letter not more than 1 A4 sheet
covering any specific points / requirements raised in the job advert and
how I meet them. Then I do minor edits to my CV if worthwhile to
highlight those points of interest or expand on areas.

eg I might just say RedHat kickstart experience in my normal CV, but if
an employer asked for kickstart experience, I'd expand it to say,
several versions of RH and Fedora, also customised builds using
scripting per machine, fully patched, specific files restored via legato
etc. etc. based on the machines MAC address...
