 | Sorry first for the cross posting but I think this topic is relvent to both groups.
I came across a UK site www.saynoto0870.com which to me is what some of us should be doing on this side of the pond as more and more services are using 0818 & 1890 numbers. These numbers are excluded by ALL telephone providers form inclusive free monthly minutes. e.g.. Euphony 10 euros a month for all local & national calls it dose not include 0818 & 189* numbers. The Same goes for Chorus phone, Esat BT, Eircom Talk Time, UTV Talk Now, etc. BTW 0818 is charged at National Rate which means that if some business in your local area decides to use an 0818 number you will be charged National Rate to phone not local rate. National rate is 8.17cent per minute day time, local rate is 4.92cent if you are not on any free minute plan. And also a provider of an 0818 & 189* number gets paid a percentage of the cost of the call in other words if you dial one of these numbers they are making money from you as long as they keep you talking.

1890 are charged at local rate but I couldn't agree more about 0818 numbers, in fact the first thing I do in dealing with such a company is try and get a 'normal' number off them.

I believe it's the opposite and the owner pays Eircom the balance of the call cost if it's really a National call and the caller only pays the local call rate. Locall 1890 was designed for companies & government departments to allow someone anywhere in Ireland to call them for the price of a local call. RTE use it a lot for their call-in radio programs. The company or government department then actually pay Eircom the balance of the cost of the call if the local rate does not cover it. This is described on Eircom's website where they also describe how companies can make revenue out of 0818 numbers.
From Eircom's website (search for National Freefone):
==================================================== Eircom National Freefone
Choose from Freefone 1800 lets customers call you from anywhere in Ireland, free of charge.
Callsave 1850 numbers can be dialled across Ireland: callers pay just 6.35c (inc. VAT) from a landline, while you pay the balance.
Locall 1890 lets customers call you from anywhere in Ireland for the price of a local call, while you pay the balance.
Nationalcall 0818 means callers pay for the total call cost at national rates. High call volumes mean you earn revenue from calls you receive.
Shortcall 1800 is suitable if you receive large volumes of short duration calls to your 1800 number. ====================================================

You are correct James as is the Eircom web site if the person who has the number are stupid enough to use eircom as their service provider. If they use another provider such as Smart or Esat etc. the call charges are much lower and the owner of the 1890 number gets the balance from their provider. Even the Government don't use Eircom as their Telco provider.

I'd say you should check that statement out again - the Gov certainly use Eircom as one of their voice providers and eircom is the primary data provider/
