 | Believe it or not, the iPod doesn't have a dedicated volume control. Yes, you heard that right - the touchwheel thingy has to double up as a volume control.
If you're using it for something else at the time - scrolling through menus etc, and a LOUD mp3 starts playing you are in trouble. I've had to whip my earphones off a few times because I couldn't get into the 'now playing' menu quick enough to avoid serious pain. There is a 'make all mp3s the same volume' option you can turn on but it seems to do feck all :(

Are you on Windoze? Is there a "Sound Check" option in your preferences? This will do the trick.

That's the one I was thinking of - I have it on and I swear it does nothing.
