The Power Squadron touts its alleged advantage that it is likely to be there
for a long time, whereas many of the smaller, private testers won't. If it's
them who tested, they can arrange a replacement card.

"Alleged"? 70+ years in safe boating education is a pretty good
assurance, I would think.

If you want a restricted marine VHF operators license, they are the only
game in town.

Since the U.S. has been dragging it's feet on the reciprocal VHF agreement,
it is my understanding that we still need a station license to operate
legally in U.S. waters. I have not heard of anyone who has been bothered for
doing this, but give a kid a uniform and a rule book and what happens next
may not be reasonable.

CPS is the only provider of the course materials, exam materials and
certificates. They are not the only testing/teaching organization,
however. There are many independent Registered Examiners and many REs
with other organizations, such as CYA. CPS HQ maintains a database of
all REs and anyone can ask for a contact in their area.
