Montreal snow removers plead guilty to running cartel

Ottawa - Four snow removal companies in Montreal who agreed to share a $4.6
million contract have pleaded guilty to operating a cartel. The Federal
Competition Bureau announced the plea on Wednesday. A consulting firm also
pleaded guilty.

The snow-removal contracts were awarded in 1997 by the Quebec Transport
Department. In making the announcement, Harry Chandler, deputy commissioner
of criminal matters for the Competition Bureau in Ottawa, said, "The public
sector must be very careful when it calls for tenders." The companies are:
Excavation Loiselle et Frères Inc., Pavage d'Asphalte Beaver, Nepcon Inc.,
and Roxboro Excavation Inc. The judge in the case has reserved decision on
penalties until Sept. 21.
