[dunno if this is the correct forum, but ...]

Trying to play a DivX file on my Pioneer DV-676A, but the file is NTSC,
and my TV is PAL. What software can I use to convert the video frame
rate from NSTC to PAL, and adjust the audio as well?

Out of curiosity (as someone who's had their eye on this player), what
happens when you play NTSC Divx files? Is it a case of the player
outputting NTSC, but your TV being unable to handle that format? Or does
the player barf on the files?

The picture rolls, because of incorrect framing rates, just as if you
put an NTSC DVD into a DVD player connected to a PAL-only TV.

I adjusted the frame rate of the DivX to PAL, which gave a perfect
picture, but of course the audio then became out of sync.

On my old TV, the picture is just black & white with NTSC video(divx & DVD).
Setting the player to output PAL works for me.

The player has a built in converter. Hold down fast forward and press
standby to pick auto/PAL/NTSC. It makes it a little jumpy but it's
watchable.

My TV doesn't mind PAL 60 and shows NTSC as black & white. It sounds like
your TV doesn't like PAL 60 and thus scrolls.

Google search for Canopus Procoder - can convert NTSC to PAL and also give
you a choice of output like avi, realmedia, dvd..might be worth a shot?
